What I've been able to garner is...
Development has cost the (now former) Soviet government $3 billion dollars US.
It is supposed to be able to take down ICBM's at a range of 50 miles.
The plasma generated rides on a beam of a laser.
And the only thing I know for certain... It's sitting on a Ural truck.
