This was posted a Yahoo! group I get mail from. Originally written regarding WWII, could easily be used for anything... Fantasy, 40K, LOTR... Anything.
Most battles occur when both sides think they have a chance of
winning. Yes, there are those times when you are forced to fight
because of strategic blunders or circumstances but usually both sides
think they can win.
So...
1 - Set up terrain.
2 - Decide who will be the attacker and the defender.
3 - Pull all your stuff out of the boxes and place it on the table at
your edge. All your Tigers, SU-85s, infantry, etc. Place the attacking
forces at one edge the defender at the other.
4 - Ask the attacker if he wants to fight with the forces as they are.
5 - If he says "no" then the defender takes off a unit.
6 - Ask again. Eventually he will say yes.
7 - Now ask the defender if he will fight with the forces as they are.
8 - If he says "no" then the attacker pulls a unit.
9 - Eventually both sides will get to a point where they both think
they can win.
10 - Fight the battle.
