Well, time to start the ball rolling with dirt cheap games. First off, a freebee from Ground Zero Games, "Full Thrust". Available for download, along with fleet books, from the GZG online store at

Haven't personally played the game, but have read good things, it seems to be a widely known and respected tactical starship game.
Also in the same link above is 'Dirtside II' - a 1/300 (6mm) sci-fi ground combat game set in the same universe. Again, minis are available from the site, but that doesn't mean you HAVE to use them...
